ML Plan has 3 Roles:
1. Administrator - Admins have full access to ML Plan. They can view all reports for all departments, add and edit users, and manage departments, buildings, goals, projects, funding sources, budgets, fiscal years, item categories, and items.
2. Planner - Planners can manage projects, budgets, item categories, and items for specific departments.
3. Report Viewer - Report Viewers can see reports for a specific department.
Users can be assigned 1 role or many roles based on their needs.
